Dude, no. That album was first announced in the TM1999 booklet 20 years ago. Seeing he has never announced anything concrete himself, other than saying he is "working" on a solo project, I doubt it will ever happen.
That being said. If Wish and Krayzie are not liars, there should be solo songs by Wish in the vault. For my part, I believe Sin, when he says "Wish didn't have that in him" or something like that.
